Revised some descriptions of the entries of the "What's new" Atom feed and added titles.

The Conformity check has been changed based on the availability of the Implementing Rules for the Interoperability of spatial data sets and services.

The validator will report an error if the dataset referred from the metadata (a) contains at least one INSPIRE spatial data theme from Annex I, and (b) there is no specification declared.
The validator will report a warning if the dataset referred from the metadata (a) does not contain any INSPIRE Annex I spatial data theme, but (b) it has at least one INSPIRE theme from Annex II or Annex III, and (c) there are no specifications declared.

There is at least one gmd:DQ_DomainConsistency element where codeSpace is INSPIRE.
The DomainConsistency element must contain at least one gmd:result within which there is a specification with a title.
