Bug #2075: Resource Browser: Add link to original ISO metadata

A link labeled as "Original metadata" is displayed for those resources for which the original ISO 19139 metadata is available (datasets, series, service).
The information displayed corresponds to the relevant portion of what was downloaded from the Member State Discovery Service, i.e. after splitting each GetRecordsReponse envelope into the single metadata documents.

A link has been added to the home page that points to the documentation of changes to the validation rules used by the Geoportal during the caching from the Member States Discovery Services. Changes to the validation reports generated during the process are also documented there.
