Регистърът се изработва с цел документиране на основните характеристики на агломерациите. Съгласно този закон за агломерации се приемат населените места с население над 100 000 жители. Към момента населените места, които отговарят на това изискване са градовете София, Пловдив, Варна, Бургас, Русе, Стара Загора, Плевен.
