Old Age beneficiaries and benefits
The data on expenditure under the various social protection schemes are drawn up according to the ESSPROS (European System of integrated Social Protection Statistics) Manual issued by Eurostat. Generally, the objectives of ESSPROS are to provide a comprehensive, realistic and coherent description of social protection which: (i) covers social benefits and their financing; (ii) is geared towards international comparability; and (iii) is completely harmonised with other statistics, particularly the National Accounts, in its main concepts. The Old Age function contains the following benefits: Decreased National Minimum Pension, Increased National Minimum Pension, Increased Retirement Pension, National Minimum Pension, Retirement Pension, Two-Thirds Pension, Age Pension, Blind Pension and Carers Pension. Spatial ESSPROS data is represented per 1000 population.

The Commission Regulation (EC) No 10/2008 of 8 January 2008, implementing the Regulation (EC) No 458/2007 of the European Parliament and of the Council on ESSPROS ( http://eur-lex.europa.eu/legalcontent/EN/TXT/PDF/?uri=CELEX:32008R0010&from=EN), establishes the main definitions and classifications used in the ESSPROS domain, for the data on social protection expenditure and receipts for the total of social protection schemes. Detailed definitions and classifications are available in the ESSPROS Manual (2012 edition: http://epp.eurostat.ec.europa.eu/portal/page/portal/product_details/publication?p_product_code=KS-RA-12-014).The quality of Malta's ESSPROS data is ensured through its coherence with the ESSPROS manual and the submission of Quality Reports for each ESSPROS module. Moreover, Malta's data is checked rigorously by Eurostat after each transmission of data.
