Die Störfallverordnung (StFV, SR 814.012) bezweckt den Schutz der Bevölkerung und der Umwelt vor schweren Schädigungen infolge von Störfällen. Sie regelt das eigenverantwortliche Umsetzen von Sicherheitsmassnahmen durch die Inhaber eines Verkehrswegs, eines Betriebs oder einer Rohrleitungsanlage und das Kontroll- und Beurteilungsverfahren durch die Behörden.

Der Störfallverordnung sind Durchgangsstrassen gemäss Durchgangsstrassenverordnung unterstellt, auf welchen gefährliche Güter nach der Verordnung vom 17. April 1985 über die Beförderung gefährlicher Güter auf der Strasse (SDR) oder den entsprechenden internationalen Übereinkommen (ADR) transportiert oder umgeschlagen werden. Gemäss Artikel 1 der Durchgangsstrassenverordnung sind Durchgangsstrassen für den allgemeinen Durchgangsverkehr offen. Es sind dies Autobahnen, Autostrassen und Hauptstrassen.

L’ordonnance sur les accidents majeurs (OPAM, RS 814.012) a pour but de protéger la popula-tion et l’environnement des graves dommages résultant d’accidents majeurs. Elle prescrit que les détenteurs d’une voie de communication, d’une entreprise ou d’une installation de transport par conduites sont tenus de mettre en oeuvre sous leur propre responsabilité des mesures de sécurité et réglemente la procédure de con-trôle et d’examen effectuée par les autorités.

Sont soumises à l’OPAM les routes de grand transit au sens de l’ordonnance con-cernant les routes de grand transit2 sur lesquelles sont transportées ou transbordées des marchandises dangereuses au sens de l’ordonnance relative au transport des marchandises dangereuses par route (SDR) ou des accords internationaux relatifs au transport international des marchandises dangereuses par route (ADR). Conformément à l’art. 1 de l’ordonnance concernant les routes de grand transit, sont ouvertes au grand transit les autoroutes, les semi-autoroutes et les routes principales.

L’ordinanza sugli incidenti rilevanti (OPIR, RS 814.012) ha lo scopo di proteggere la popolazione e l’ambiente dai gravi danni derivanti da incidenti rilevanti. Essa stabilisce che i titolari di una via di comunicazione, di un’azienda o di un impianto di trasporto tramite condotte devono attuare, sotto la propria responsabilità, misure di sicurezza e disciplina la procedura di controllo e valutazione svolta dalle autorità.

Sono soggette all’OPIR le strade di grande transito ai sensi dell’ordinanza concernente le strade di grande transito, sulle quali vengono trasportate o movimentate merci pericolose conformemente all’ordinanza del 17 aprile 1985 sul trasporto di merci pericolose su strada (SDR) o ai corrispondenti accordi internazionali relativi al trasporto internazionale di merci pericolose su strada (ADR). Conformemente all’articolo 1 dell’ordinanza concernente le strade di grande transito, sono aperte al grande transito le autostrade, le semiautostrade e le strade principali.

The Major Accidents Ordinance (MAO, SR 814.012) aims to protect the population and the environment from severe damage caused by major accidents. It stipulates that the owners of a transport route, an enterprise, or a pipeline facility must independently implement safety measures and governs the control and assessment procedures carried out by the authorities.

The MAO applies to transit roads as defined in the Ordinance on Transit Roads, on which dangerous goods are transported or handled in accordance with the Ordinance of 17 April 1985 on the Transport of Dangerous Goods by Road (SDR) or the corresponding international agreements (ADR). According to Article 1 of the Ordinance on Transit Roads, transit roads are open to general through traffic. These include motorways, expressways, and main roads.
