Flood hazard maps and flood risk maps
The Flood Hazard Maps and Flood Risk Maps are a set of spatial information developed for areas exposed to the flood hazard identified in the Preliminary Flood Risk Assessment (WORP). The part concerning the Flood Risk Maps presents: areas where the probability of flood occurrence is low and amounts to once every 500 years (Q 0.2%), areas where the probability of flood occurrence is medium and amounts to once every 100 years (Q 1%), areas where the probability of flood occurrence is high and amounts to once every 10 years (Q 10%), areas covering areas exposed to flooding in the event of destruction or damage of flood embankment or anti-storm shaft on a selected section, water depth, water velocities and water flow directions (for voivodship cities and cities with poviat rights and other cities with a population of over 100,000 people), maximum ordinates of the water table, flood embankments, ordinates of flood embankments. The part on Flood Risk Maps presents: number of people at risk of flooding, values of potential flood losses, residential buildings, objects of special social significance, historic buildings, protected areas (water intakes, water intakes, bathing areas, nature conservation areas), potential outbreaks of pollution water exposed to flooding in the event of a flood with a certain probability of occurrence. The set of spatial information is saved in the form of vector thematic layers.

Areas of flood hazard were determined on the basis of one-dimensional hydraulic modeling, two-dimensional or hybrid hydraulic modeling for voivodship cities and cities with poviat rights and other cities with a population of over 100,000. As the basic geometric data for modeling, a numerical terrain model with a resolution of 1 m and an altitude accuracy of 0.1-0.15 m was used. Hydraulic calculations for basic flood scenarios (low, medium and high probability of flood occurrence) were carried out for fixed traffic conditions, using the MIKE DHI software. Terrain usage classes have been developed on the basis of appropriate classes of objects from the Topographic Data Base. MRP facilities and areas are located on the basis of the Topographic Data Base and data provided by the relevant Institutions: culturally valuable areas and objects - the Ministry of Culture and National Heritage, the National Heritage Institute and UNESCO; potential outbreaks of water pollution - Main Inspectorate for Environmental Protection; industrial plants - General Directorate for Environmental Protection, Main Inspectorate for Environmental Protection; surface and underground water intakes, water intake protection zones - Polish Geological Institute; bathing areas - Chief Sanitary Inspectorate; forms of nature protection - General Directorate for Environmental Protection. The estimated number of inhabitants in areas threatened by flooding was determined based on the address data contained in the Topographic Data Database and data from the PESEL database, by linking the address point layer with the number of persons registered in a specific building. The values of potential flood losses have been calculated for individual polygons of land use classes separated due to the depth of flooding. For the areas of housing, industrial areas and communication areas, the value of potential unit flood losses was calculated as the product of the value of the property in a given land use class and the value of the loss function, binding the water depth with the loss of property value. For urban areas and industrial areas, the value of the property was adopted depending on the voivodship, for the remaining land use classes, fixed values for all voivodships were adopted. Facilities of special social significance were located on the basis of the Topographic Data Base Data and data provided by the relevant Institutions: hospices - National Health Fund, correctional facilities and shelters for minors - the Ministry of Justice; social welfare centers - Ministry of Labor and Social Policy; Detention centers and prisons - Central Board of Prison Service.
