The grid was created first by generating a European grid with the Bounding Box of EU27 + Norway and Iceland. The tool used is an ArcGIS extension that can be obtained from Eurostat at ESTAT-GISCO@ec.europa.eu. Then the sea areas were removed from the rectangular grid extent to remove inhabited grid cells. Finally the Pan European grid was cut into country grids using the country boundaries at scale 1.100000 from the GISCO database reference year 2010. The country boundaries first were project to LAEA.
